I think it's a good idea we create our are own constitution.
I read through the entire constitution and loved it. I think there is a couple of things that you should touch up, including how to fill out an application, where to fill out an application for citezenship, and where to submit your application. Maybe the Regional message board?
I was thinking that those sorts of things would be better dealt with in a regional law rather than the constitution, so that they can be more easily changed.

I have a minor quibble with the regional religion being "Roman" Catholicism. I think "Catholicism" would suffice, since we could be joined by Eastern Catholics.
That's true, which is why the Founder retains the right to unilaterally dissolve the Constitution. See article 10, section 1.
I've added a clause to make it clear that the Founder has to help facilitate the transition of power between delegates.

On the constitution I think it is really good. I see the problem with saying Roman Catholicism though (I have many friends in non-Roman Catholics churches mostly Greek Catholics). How about instead of saying "The official religion is Roman Catholicism[...]" We could say "The official church is the Catholic Church headed by the Bishop of Rome" or something of the sort.

I'm seeing a major disconnect in the Constitution. The Constitution mentions "citizenship" which is not the same as membership in the region. The Constitution mentions that votes take place through the regional polls, which, as far as I know is open to all regional members, even though they may not be citizens. More over leaving the region retains citizenship. I would rather not use the message boards for voting. Therefore, as much as it might seem annoyingly evil, I would recommend that a membership be considered citizenship and that new nations moved into the region be given probation rules whereby those who fail probation are banned from the region. Nations on the list of accepted nations may rejoin without going through the probation period but loose their voting rights for as long as they are out of the region.
