Well I mean...there are points, numbers. How can one classify the weather in one country as a certain number of points higher than the other?

Perhaps there is a complicated breakdown that we are not aware of. It could be measured by a sun to cloud factor, or average rainfall in a certain span of time. Of course I am sure that temperature would factor in as well.

Then again, I am not a meteorologist so I cannot say for certain.
