Click on Issues, then go onto "Want to contribute an Issue to NationStates?". From there, you just need to fill out what you need to do, although I do recommend reading the guide (just click where it says "Help". Any one of them will do) just to be on the safe side. I also recommend writing a brief draft in Microsoft Word or whatever word processing thing you've got. It might also help if you post that draft in the Got Issues section of the forum, so other nations would chip in with advice or whatever.
