Yh they do this by Air

Iraq has no air capabilities they cant order Iran to stop because thanks to Iran and USA we have no Aircrafts to force them

Although they have maneged to search some Iranian planes

Then we have the problem of searching for weapons
If we cant stop al Qaeda from suicidal bombs in trucks how can we do so to Iran

And remember Iran will not use trucks as its impossible for them to cross Al Anbar and Southern Syria with out having to fight Al Qaeda

The only way is sea and Air and Russia
