I thought we went through this after the last horribly poisonous, prolonged sh!tfest of a world war we had last summer. War RPs should only be started if:

1. the participants agree on the general outcome beforehand

OR

2. agree to leave the outcome up to chance.

If one participant refuses to engage in war before the outcome is negotiated, then negotiate with them :-)
