Our manifesto

The Region of Minoa is an independent, neutral, and European-style region that aspires to promote unity and peace through the promotion of free trade, peace and democracy throughout the region. Minoa calls on its residents to generally respect all religions, the freedom of ideology and cooperate with each other as a community.

Part 1 (Role of the Founder)

1. Minoa is the Founder, and holds Executive authority, as well as authority over Appearance, Border Control, Communications, Embassies and Polls.

2. The Founder may modify the Constitution, but only if it is necessary to:

  • Make Minoa more democratic and progressive.

  • Resolve critical ambiguities in the democratic process.

  • Prevent Minoa from being dragged into the Raiding and Defending controversy.

3. The Founder must approve any executive decision.

Part 2 (Role of the Government)

The Chancellor

1. The Chancellor is the head of government, and has authority over Appearance, Border Control, Communications, Embassies and Polls.

The Cabinet

2. The Vice-Chancellor is the deputy to the Chancellor, and assumes the same authority as the Chancellor when the latter is absent. The Vice-Chancellor assumes an acting role if the existing Chancellor is removed for any reason within the limits of the constitution.

3. The Secretary for the Regions and the Department of the Regions oversees Minoa’s diplomatic activities, and has authority over Embassies.

4. The Secretary for Defence and the Department of Defence oversees the defence of Minoa, protection from external threats, and has authority over Border Control.

5. The Secretary for Education and the Department of Education oversees Minoa’s almanac, communications and press relations, as well as the education of Minoa’s residents, and has authority over Appearance and Communications.

6. The Press Officer the deputy to the Secretary for Education, and is responsible for welcoming new nations and advising the Cabinet on public relations. The Press Officer has authority over Communications.

7. The Chancellor may request the Founder to extend the cabinet by creating further roles and departments either unilaterally, or through a separate election.

8. A representative may hold one cabinet role at a time, provided that there are enough Citizens to fulfil such obligation.

Part 3 (World Assembly)

1. The World Assembly Delegate is an independent role, and only has authority over the World Assembly.

2. The World Assembly Delegate does not have Executive authority, to prevent Minoa from being dragged into the Raiding and Defending controversy.

3. The way in which the World Assembly Delegate votes may not necessarily reflect the policy of the Founder, nor the Cabinet or the Vouli.

Part 4 (Citizenship)

1. A nation that resides in Minoa for at least fourteen days may apply for Citizenship.

2. Citizenship allows the nation to:

  • Vote in elections and referendums for constitutional changes (see Part 9);

  • Participate in the Vouli (see Part 5).

Part 5 (The Vouli)

1. The Vouli is the unicameral legislative body of Minoa.

2. The Vouli consists of all Citizens of Minoa (including the Chancellor, and all members of their Cabinet).

3. Each Citizen has one vote in the Vouli.

4. The procedure for passing a new law under the Vouli is as follows:

  • A Citizen proposes a new law to the Cabinet as a Bill;

  • One third [provisional ratio] of the Cabinet must approve the Bill;

  • A simple majority of the Vouli must then approve the Bill, after which it becomes law.

Part 6 (Elections)

1. A Citizen has one vote in elections and referendums.

2. A Citizen may nominate themselves, or other Citizens, to contest for the position of Chancellor.

3. The Chancellor is elected through a simple majority of the residents.

4. The Chancellor may call an election at any time.

5. The Chancellor must call an election when:

  • Three months have passed since the last election.

  • Two-thirds of the Secretaries of his own cabinet approve a motion of no confidence against the Chancellor.

  • Two-thirds of the Members of the Vouli approve a motion of no confidence against the Chancellor.

  • A simple majority of the residents call for a referendum of no confidence against the Chancellor, which must then achieve a two third majority of all votes.

Part 7 (Rights and Responsibilities)

1. Minoa recognises the right of all residents to exercise their freedoms of association, belief and expression.

2. Minoa may restrict the freedoms of association, belief and expression, but only to:

  • Protect the ability for everyone to enjoy such rights;

  • Protect the region’s independence and neutrality;

  • Prevent the practice and promotion of homophobia, racism and slavery;

  • Prevent the practice of Nazism and similar far-right ideologies;

  • Comply with NationStates’ Terms & Conditions of Use and the Rules and Conditions of NationStates.

3. Minoa has no official religion.

4. Minoa has no stance in the Raiding and Defending controversy, other than promote the independence and neutrality of like-minded regions that do not wish to be part of such controversy.

5. Residents may not use Minoa to invade any another region.

6. Although the Constitution uses British spelling due to the Founder’s country of origin, Minoa considers both American and British spelling to be correct.

Part 8 (Conduct)

1. Minoa can only eject or ban residents if they cause repeated or serious disruption to the community.

2. Ejected or banned residents may appeal against the sanction.

3. An ejected or banned nation may only rejoin Minoa through an executive decision, or through a simple majority in a referendum.

4. Ejected or banned residents automatically lose Minoan citizenship, and they will need to make a new application if they rejoin Minoa.

Part 9 (Changes to the Constitution)

1. Nobody other than the Founder may unilaterally amend the Constitution, and the Founder may only amend the Constitution within the limits in Part 1, Section 2.

2. The procedure for passing an Amendment is as follows:

  • A Member of the Vouli proposes an Amendment, which must then acquire the approval from simple majority of the Members to proceed to the debate stage.

  • The Amendment must then be debated in full, and then acquire the approval from two-thirds of of the Members to become eligible for consideration by the Founder.

  • The Founder reviews the Amendment and decides if it should proceed (with or without changes) or not.

  • The Vouli decides if the amendment should proceed, which then must have an approval of a simple majority in a referendum.

Notes (not part of the constitution)

1. I do not think all the constitutions have to be US-style.
2. I am saying "generally" for the respect of ideology because I do not want German Nazism in the region. I expect many NationStates players from Europe soon, and in some of these countries (particularly in France and Germany), promoting Nazi ideology is either illegal or negatively reminds many people of the horrors.
3. Roman numerals are not my kind of thing, especially for a very modern region.

: the Vouli is named after the parliament in Greece. Your task is to find in my draft what I may have missed, that I should not.

So proposals are voted on to become a bill then revised and voted on again? Both by the same people, the entire region?
