It's too much of a kitchen sink. Your old flag was an excellent exercise in simplicity, and it made a really tough color scheme work well. This one is just covered in little emblems that don't contribute to a cohesive whole. On their own, each part is good, but put together they don't work too well, and they don't match the elegant design of the old one. I could see this as some sort of military or governmental flag, though.
