I think this is the hardest question we will ask ourselves. Naturally, we're all—myself included—inclined to say everyone should be involved in the legislative process. However, I will support elected representatives.

If you look at the more successful larger regions, most have elected representatives. Those with open door democracy don't seem to take themselves too seriously and invariably have a very powerful delegate. With a parliament (or assembly, call it whatever) of elected representatives, the leader of the region ("President of the Government") wouldn't be as powerful but would instead be more of a primus inter pares (or "first among equals") with important decision-making powers.

Having automatic membership weakens the powers and prestige of the legislature and will inevitably lead to an unstable, overly-powerful "President of the Government".
