The HRE consisted of Principalities, Arch duchies, and Kingdoms.. There were seven electors.. Handpicked by the pope.. In our case.. The Princeps will select electors.. And there should be five..(Can increase as time goes by).. In the HRE.. The nations competed for a chance to be the Emperor of the HRE.. Who rules until that said nation is annexed, made a vassal, or his/her ruler dies.. Electors select who they favor the most for the throne, And are only allowed to vote for themselves after the Emperor was re-elected once...(only two electors are allowed to do so at a time) In Domicilum.. You must win the favor of three electors to become Emperor..

War between members of the Empire are tolerated.. As well as alliances.. Although nations outside the Empire who attacks a member is automatically defended by the Emperor.. So someone strong is recommended...

Interesting. I could see such a system working out here.
