Region Trade Organization

The Region Trade Organization is a binding alliance of different regions for defense and World Assembly purposes


Policies
All regions enclosed within the Region Trade Organization are expected to follow the following policies:

  • Send a region appointed delegate(s) (does not have to be the WA delegate) to meet once a month (on the first Friday of every month to agree on either new legislation for governing of the RTO or on a proposal for the World Assembly.

  • All Regions must have their WA Delegates to support the proposal. Should the proposal be passed, all nations within the RTO must vote for the new legislation

  • If a single Region within the RTO is being raided, it is addressed as a threat to the entire RTO. As such, all regions must assist in deterring the raiders, and if possible, mount a counter-attack.

  • In coherence with the above policy, all Regions must contribute in some way to the RTO Military. All existing individual region militaries within the RTO are permitted to exist, but the main bulk of defense must come from the RTO Military.

  • No Regions are to be forced to adopt a certain form of government; governing of a Region is left to a Region except for policies that go against the policies of the RTO.

  • For a Nation to be banned from the RTO, the nation must first be banned by a Region. The ban shall be discussed in a private meeting of the RTO delegates, and if the Nation is found deserving of the ban, the Nation must be banned from all Regions within the RTO.

  • No Regions may conduct a raid on ANY other Region in the RTO. Doing so will label the raiding Region as rebellious and will prompt a military response.

  • In the manner of raids, no Region should make an unprovoked raid on any Region even if they are not in the RTO. It is up to the Military's judgement on setting up an ethical raid, if any circumstances somehow allow that to exist.

  • All Regions within the RTO must establish an embassy with all other Regions in the RTO. Embassies with non-RTO Regions is sanctioned.


Government
Governing of the Region Trade Organization will be conducted as such:

  • Each Region upon entering the RTO will be required to submit a certain amount of delegates to the RTO to participate in the RTO Congress. These delegates do not have to be their Region's World Assembly Delegate, they simply have to be decided upon by the Region in whatever form of election that they see fit.

  • The RTO Congress is bicameral; divided into two houses. In the first house, the Senate, there is to be one delegate per Region. In the second house, the House of Representatives, there is to be one delegate per every 20 members of a Region.

  • Within bi-monthly RTO Congress meetings, both houses convene in separate forums. After coming to decisions, they submit their proposals to the other house, and as long as they meet 1/3 approval from the other house, the proposal will have enough support. Only the proposal with the most support will be submitted to its end destination, the other shall be added to the agenda of the next RTO Congress meeting.

  • Special meetings may be administered in order to address several issues, including:
    - Discussing whether or not a nation should be banned from the RTO
    - Acting to decide measures of what to do in the face of a raid (Congress is Second in Command to the General of the Military)
    - Enacting a special election
    - Anything that members of the Congress see as urgent enough to deserve immediate attention

  • Congress does have the power to impeach the President of the RTO, though they need 100% approval from all members. The President will remain in office until the RTO elects another President (rather than appointing the Vice President, who had been hand-picked by the President) in a special election that would require a 2/3 majority of votes from all delegates of Congress; if a 2/3 majority cannot be reached, the impeached President will remain in command.

  • The President of the Region Trade Organization, the head of both the Executive Branch and the entire RTO, has the following powers:
    - Directing the Military in terms of sanctioning defense and border control, along with offensive defense from imminent threats
    - Swaying a tie in Congress
    - Selecting a cabinet to handle secular affairs, along with adding new cabinet positions that, through common sense, are beneficial to conducting government affairs
    - Negotiating with other INTER-REGIONAL organizations
    - Veto a proposed law of Congress, though Congress can override the veto with a 2/3 majority vote
    - Appoint and remove Judges of the High Court (removal requires consent of 1/3 of Congress)

  • Elections for all offices other than Vice President will be held every six months, starting from when the RTO reaches a membership of three Regions

  • The High Court will consist of three to five Nations, and shall be appointed from a list of Nations the President deems to be exemplary.

  • The High Court shall interpret the meaning of all laws.

  • All powers not expressly given to the Region Trade Organization's governing system shall go to individual Regions, as such that their rights will not be infringed upon and may remain under self determination.


Admittance and Expulsion
The following list is the procedure for a Region to enter the RTO:

  • The Region considering entering the RTO must first have whoever they see fit to represent them or whoever holds executive power meet with the President of the RTO or an appointed cabinet member for administration.

  • The Region must then agree to all policies of the RTO and vow to follow all laws of it.

  • Finally, the Region must construct an embassy within all Regions in the RTO. They shall become members once they have sent an embassy request to every RTO Region.

The following list is the procedure for a Region to exit the RTO:

  • The Region must have complete unanimity in its membership to wish to end membership.

  • A special session of Congress will be held as to if the Region should be allowed to leave. Should they achieve 50% of the votes, the Region will be allowed to leave the RTO

  • The above does not address conquered Regions, who are bound by will to the RTO.
