In regards to the real world UN General Assembly, is it the upper house, lower, or is the UN unicameral? I'm confuzed; trying to make a society based on BSG and trying to figure out where to put "binding triad" powers. If given to the Quorum, 8 of 12 are needed, but if the lower, potentially hundreds are needed based on proportional representation in the lower Vs. "one rep and one vote per colony" in the upper.
