The corruption thing is invalid, because the King and Queen rarely are within that personal of contact that they'd get money slipped to them, and it's not like they need the money, they're freaking royalty.

The way I set up my nation is a bit odd. Prince Thespius is the monarch and head of state, but possess only a limited role in government. Whereas the head of government, Premier Madristo, holds pretty much complete executive authority. That makes him the dictator.

A monarch and a dictator. And they are two different people...

Emperor Hendrick Hatler is like a President and Queen Elizabeth ths 2nd put together.
He is a monarch that has Executive Power.

The two exalted kingdoms

In the Two Exalted Kingdoms, the Emperor and the Prime Minister have equal powers. The Prime Minister is modelled after the Westminster System with the Emperor having the ability to over ride the PM as well as the Parliament. The huge powers vested in the Crown is never used and in fact exists only because it isn't deemed necessary to reduce powers of the Emperor that are rarely exercised

In Diogott, everything is ruled by the Grand Duke. I think that sounds much easier.

In Ethopolis, The King and Queen have dictator-like powers, but they are benevolent in their laws. Law making is left to the Consa and Scorin, both of which the King and Queen are members, but can only vote in the Consa. The King and Queen can override any laws that are passed in the Consa and Scorin, or they can amend parts and then approve them. The Consa and Scorin aren't necessary for laws to be passed, but the King and Queen tend to use it so that the people feel represented. In emergencies, the King and Queen can make legislation on their own, without using the Consa and Scorin.
