Our "rivals" are the defenders. It's kinda like the Cold War, where the USSR and the US kept battling each other, but in other countries. Raiders try to take over other regions and defenders try to push us back out of said region.

The SC really can't do anything unless we radically change the region with immigration restrictions or start methodically kicking them out. Even then they take weeks to get the resolution proposed, voted, and enacted which only leads to a message to the region Ambassador stating that they have to leave. They can't even "kick" you out.
