Well the RPing is still in its very early stages. The caps can be applied easily by not using nation states stats, so issues and all that have no effect what so ever on your country. To apply the caps you simply write factbook(s) about your nation, and its economy, military, culture or whatever else you fancy, and keep every thing you have within the caps.
