You can put it down as conscription, but we have laws that say the Fruitlandian Armed Forces can only accept volunteers, unless a majority vote in the Head Council (the PM, the Head of the Armed Forces, and the Parliamentary Leader) say that the nation is in extreme danger (i.e. a huge natural disaster or a foreign invasion).

But if your country does not normally conscript people into the national military, accepting volunteers instead, and only reserves the right to draft for special occasions (invasion, national disaster), then that technically means that you don't have conscription.
