On an alternate note, as (if i recall correctly) election season nears, perhaps we should think about updating the constitution.
It is worth a look.
I laughed when I saw that our constitution is locked, after all that prevents any tampering. I think we could learn quite a bit about activity for a founderless region from the region of Hell and their process of becoming a member.

After looking at what Hell does, I think we could adopt and adapt to a few structural changes here. I have taken the liberty of tweaking their guidelines to bring them more into line with our theme. One of the items (III) will not register at all since we have never had a forum per se ...

TO be Accepted into STARGATE COMMAND COLLEGE:
I. Move to Stargate and spend time getting to know the community.
This is the main requirement -- spending time in Stargate. Depending on circumstance and ability to perform the other trials, this could be a week, two weeks, a month, or longer.
II. To be part of a Stargate Away Team, join the World Assembly!
This is very crucial to your entrance; you must join the WA and remain in the WA to qualify.
III. Join Stargate's Forum.
Joining the forum is a good way to better get to know and interact with Stargate's community. This will also further your chances of entering Stargate, and will be a requirement for most.
IV. Be active and post on Stargate's Regional Message Board.
While in Stargate you are highly encouraged to join in on the conversations going on in Stargate, best way to get to know our community.
V. Assist the Delegated Commander of Stargate: 
The Puddle Jumping Wads of Wrapper
Assistance can be a number of different things, nothing that difficult. This will likely include service with a Stargate Away Team. At its basic level requires moving a WA nation into a target region and endorsing a particular nation there.
VI. Take the Oath of Allegiance to Stargate Command
We expect all incomers to submit themselves for a full series of offworld inoculations and take ~The Oath Of Allegiance to Stargate Command~. Furthermore we expect all applicants to get the icon of their favorite System Lord tattooed on their forehead, and to send us documented proof of this.
Just kidding... maybe a little … but really, to be a member of Stargate, you must earn our trust. We want to know your sincerity, interest and loyalty to Stargate, and not some other hostile group. Traitors/Deserters will be forever banjected and hunted throughout the NSverse.
