the way i want my nation to be is a nation that oppresses everyone... regardless of whether they are citizens or not. how am i gonna oppress people without going to war with them. even if i don't attack whats the use of making decisions that support military stuff if there are no real consequences to having a weak military.

No one can affect your nation except you (and the mods, in cases of rule violations). This game is very simple and leaves a lot to your imagination.
