Executive Order #4 has been issued by the WA Delegate and can be read here:

Due to nations in Kennan deciding that they would rebel against the government and un-endorse the democratically elected WA Delegate if their specific demands were not met, I find it only necessary to clarify the laws that keep the Kennan government together-- and the consequences of not following these laws.

First and foremost, the nations of Kennan are encouraged to actively participate in voting on KRC Resolutions. One such resolution, KRC Resolution #115, states: "Grants the World Assembly Delegate the sole authority to appoint members of the Secretary Council." Under no circumstances may nations wishing to have a certain position in the Secretary Council blackmail the WA Delegate and attempt to rebel against the democratic government which the people themselves created in an attempt to get into a position. Some nations in this region feel they are obligated to a position in the Secretary Council. It should be noted that no one in this region has any more right than anyone else to a position in the Secretary Council.

Furthermore, if any nation that is a member of the World Assembly actively decides not to endorse the democratically elected WA Delegate or encourages others to un-endorse the current delegate (endorsement of the delegate is already a law), they will be first notified of their misconduct, and if they continue to not endorse the WA Delegate, they will be held to their crimes and punished swiftly in the Kennan Union through ejection.

It pains me to have to remind nations of this, but the present circumstances require it.

All nations in Kennan should be reminded that KRC Resolution #115 requires the Secretary of Elections to hold elections for two-month terms each term. It should be noted that the present term has already started, and thus the next election can only be held prior to the next term, which is the July-August term. If an election is to be held, the election must be prior to the start of the term, otherwise it is wholly the fault of the Secretary of Elections for not starting the election and the next election process.

My Dear Fellow Kennanites,
As you may or may not have been aware of, both the Secretary of Elections and the Secretary of Administration have been usurped from their positions (By this time, Samukan has been reinstated to Secretary of Administration). It is Joe the Disgruntled Office Employee’s duty to inform Kennan that this occurrence is directly related to the WA Delegate Elections for the May/June cycle. Sadly, the WA Delegate in power, Vinco, fears his or her removal from the position of WA Delegate. JTDOE regrets the fact that its leader did, in jest, mention the removal of Vinco from the position of WA Delegate. This jest has been received with threats, policy changes and midnight appointments. JTDOE feels the laws of Kennan have been exploited for the benefit of the few. It asks those members of Kennan who would have democracy, is this what a proper leader does? is this how a Delegate acts? In addition, JTDOE would like to point out that the reason for its removal, and one part of Executive Order #4, was the mandate that elections be held at the beginning of the month. This is supposedly supported by KRC Resolution #115. However, nowhere in KRC Resolution #115 does it state that elections are required to be held at the beginning of the month. Pursuant to the coincidentally recent Executive Order #4, Joe the Disgruntled Office Employee may very well be ejected from Kennan after this message is posted.
Therefore, it asks all Kennanites who desire fair and proper elections to immediately withdraw their endorsements from Vinco and endorse Samukan, which JTDOE believes to be the correct choice for WA Delegate. Please Kennanites, for our nations, for our region, for the common good, banish tyranny from this region.

In accordance with the laws democratically put in place by the Kennan people, and asserted in Executive Order #4, anyone who purposefully un-endorses the democratically elected WA Delegate will be ejected from this region in accordance with the Kennan Union. I want to stress that the delay of the elections are because the Secretary of Elections I appointed was late in starting the elections and missed the deadline. He has since been replaced but this talk of 'anti-democratic' actions on my part is due to his unhappiness from being replaced. Endorse the WA Delegate and vote in democratic elections or act in an wild and undemocratic manner by un-endorsing him and be banned from the region. The choice is yours.
