Well, I'll be. This truly was a legitimate refound. If only I had trusted you from the beginning, Eire - it wouldn't have taken so long to reach this point. Well, now that the defense operation is over and done with, there's nothing left for me to accomplish. I wonder what I should do now.

To be honest, I was expecting Eire to eventually CTE, and then I was planning to refound it myself, but I'm glad that it didn't have to come to that.

That was partly my fault. I wouldn't let him take command of the defense operation because he provided no assistance whatsoever to the commander before me; had we managed to coordinate at the operation's inception, we would have finished months ago.

Still, it was fortunate that he managed to succeed where an entire motley crew of defenders failed.

He is one of the motley crew of defenders, but he's just one of the best :P And he'll keep the founder nation alive compared to Chloe who was a lurker at best.

Hi, as founder I'd like to welcome all.

Secondly, my intentions are to remain in the background and not interfere with government.
The only thing I'll do is grant Regional Officer powers to nations selected by the government.

To start out I'll endorse Drop Your Pants with all regional powers and give him a mandate to work out a constitution and handle all regional affaires.

The Constitution for the Region of Eireann

Preamble

The nations of the region of Eireann, in the interests of good order of law, internal security, and stability for years to come, do set forth to charter this, the Constitution of the Region of Eireann.

ARTICLE I

Section 1

The Founder of the Region of Eireann is the Functional Sociopath of Dun Laoghaire-Rathdown.

Section 2

The Founder shall remain active in the region.

Section 3

Should, for whatever reason, the Founder decide to move on from the region, he shall name a successor native to the region and hand over control of the country to them.

Section 4

The Founder shall provide the following:

COUNSEL to the region’s chosen World Assembly Delegate in all matters

VISION in the form of a comprehensive long term philosophy, to be published on the region’s page

DEFENSE against raids

STABILITY in times of turmoil and unrest

ARTICLE II

Section 1

The Chief Executive of the region shall be the region’s World Assembly Delegate.

Section 2

All regional members of the World Assembly must endorse the WA Delegate.

Section 3

Every twelve (12) weeks, the World Assembly members of the region will vote on whether or not to retain the current WA Delegate.

The vote will take the form of a simple yes/no poll, announced each day a week prior to the date and remaining open for three days.

The WA Delegate remains in office with a simple majority of the votes.

Should the WA Delegate not receive a simple majority, there will be an immediate election for a new WA Delegate.

The Founder will nominate three nations as candidates for the post. The previous WA Delegate may be selected as a candidate only if the no vote did not exceed two-thirds (2/3) of the total.

Polls will remain open for three days. At the end of that period, the nation receiving the most votes is elected the new WA Delegate.

Section 4

The WA Delegate may appoint a cabinet to serve as an advisory board and to carry out the duties of the Chief Executive as follows:

Secretary of the Homeland (Rúnaí tír Dhúchais)
The Secretary of the Homeland is responsible for recruiting new nations to join the region. The Secretary of the Homeland will maintain an active presence across the globe and search the world for suitable nations to recruit. The Secretary will also help acclimate new nations to the region and create a welcoming environment.

Secretary of Foreign Affairs (Rúnaí Gnóthaí Eachtracha)
The Secretary of Foreign Affairs will oversee negotiations with other regions and nations in the name of the Region of Eireann. They will coordinate and facilitate the construction of embassies and the fostering of strong inter-regional ties.

Secretary of Defense (Rúnaí Cosaint)
The Secretary of Defense is responsible for the security of the region. The Secretary of Defense must maintain an active defense against raiders as well as conduct surveillance to gather intelligence about possible raids. They also shall vet new nations to ensure they are not raiders.

Minister of Culture (Aire Cultúr)
The Minister of Culture is responsible for ensuring high morale and camaraderie within the region. They shall frequently update the Regional Message Board with topics of discussion that will stimulate closer intra-regional ties.

Elector General (Toghthóir Ginearálta)
The Elector General shall provide advance notice of elections to all nations via posts on the Regional Message Board as well as Telegrams. They shall create and post the requisite polls to vote on retentions and other matters and tabulate the votes.

Ambassador to the World Assembly (Ambasadóir chuig an Tionól Domhan)
The Ambassador to the World Assembly shall be responsible for promoting the region’s interests in the World Assembly. The Ambassador will draft resolutions favorable to Eireann and promote them on the World Assembly forums.

Section 5

All Cabinet positions are up for a retention vote every six (6) weeks. A simple majority is necessary to retain the officer.

Should the officer fail to receive a simple majority, the World Assembly Delegate will immediately name a successor.

Each nation may only occupy one Cabinet position at a time.

Section 6

If at any time the nations of the region have cause to believe that the World Assembly Delegate or any of the Cabinet officers have been derelict in their duties, they may attempt a recall vote.

A two-thirds (2/3) majority vote is needed to bring forward a recall vote. Following the vote to proceed with recall procedures, the party in question will have an opportunity to make their case, as will the recalling nations.

Following the testimony of both sides, the matter will be put to a vote, with a two-thirds (2/3) majority necessary to successfully recall the official.

Should the recalled official be a Cabinet officer, the World Assembly Delegate will immediately nominate a successor, who must receive a simple majority endorsement from the nations.

Should the recalled official be the World Assembly Delegate, the Founder will immediately nominate a slate of candidates to be voted on by the nations.

Section 7

Only those nations who are members of the World Assembly are eligible to vote or hold office.

ARTICLE III

Section 1

The World Assembly member nations shall comprise the legislative body of the region, known as the Popular Assembly.

Section 2

The Popular Assembly shall be authorized to pass into law policies that govern the region.

Section 3

After proposal and debate, a bill may be brought to a vote by a one-third (1/3) decision.

To pass into law, a bill needs a simple majority vote, as well as approval from the World Assembly Delegate.

Should the World Assembly Delegate fail to give approval, the bill may still be passed into law by a two-thirds (2/3) vote from the Popular Assembly.

ARTICLE IV

Section 1

This document shall be codified as the Constitution of the Region of Eireann and serve as the foundation and guiding light for the region.

Section 2

This Constitution shall be adopted on a two-thirds (2/3) of World Assembly members.
