In other news, my nation's citizenry is among the most happy in the world, all because Fluttershy is Best Pony.

For the purpose of naming government categories, civil/economic/political rights are considered "low" at 0-34, "middling" at 35-72, and "high" at 73-100. So yes, going from 74 to 72 would do it.

The Trickle down effect is real. I have another account that's an anarchy with only ~20% tax...

and 97/100 economy with the richest only 5.1 times richer than the poorest. The poorest 10% make an average of 100,000 USD a year.
