I'm going to say Austria-Hungary since they started the escalation after the assassination in Serbia. I must also note Italy wasn't actively fighting until 1915 from my understanding.

Russia was the country that mobilized first. They saw an oppurtunity to grab land and this pressured germany and austria-hungary to fight

Everybody had their part in WWI except Italy who came in later, but I would have to give the biggest part to Austria-Hungary because of their escalation. But why was Serbia not included as a choice? With the assassination of the Archduke, and Serbia supporting/sheltering the nationalists, a case could be made.

Personally, I blame the politicians and most of the higher military staff for WWI. After all, the Austrian politicians lied to Franz Josef to get him to sign off on the whole thing. Russia, the Czar only wanted to mobilize against A-H but was told that "we don't have plans for that only against both A-H and Germany." I did however, vote for Russia because with them entering the war it became a major conflict. It is so sad that there where so many ways to stop it from happening and none of them were taken.
All this said I blame France for it not ending as soon as it could have.
And the Treaty of Versailles laid the seeds for WWII. It could be said that WWI and WWII were the same war with a 20 year armistice in the middle.
Countries are like children, some of them get along, others want to beat each to a bloody pulp.
No adult supervision is the problem.
