You can't. You have to look for a smaller version of the image you want.
Or adjust it in imgur or even paint.
There is that to. But finding a smaller image is much more simple. Just click on the image desired (supposing someone is using google images), and then click on the "NUMBERxNUMBER" thing, and voila. Different sizes of an image.
You're saying if you found an image you wanted to use and it was too big, you would give up on that one and find a smaller one? Or you occupy an internet were every picture can be found in multiple sizes?

Any suggestions for how to get started doing factbooks since I'm not a political writer? Someone to I dunno, mentor me in how all this stuff works would be fun. I have a general idea for my history and an experimental factbook up about the defining part of Ulera's past, but other than that, I'm fairly under water.
