Somehow I get the idea he's not actually with the Fleet. In hindsight, I don't think his superiors would have ordered him to carry out such an inane task as sabotaging Libertatem's cure efforts during the zombie apocalypse, let alone refound a region without letting them paint the WFE crimson.
