My fellow Islanders,

let me take this opportunity - Fleeb Day, one of our most cherished holidays - to address you as Delegate of this fine region. I've been in office for just over a month now and it's a good time to summarise what I've been up to so far and what I plan on doing going forward.

What a turbulent time to be the Delegate of 10000 Islands. Shortly after taking office I had to wade through loads of useless SC proposals getting all hot and bothered about the April Fool's Event. Days and days of campaign telegrams and discussions about an absolute non-issue. This even went so far, that I saw myself forced to invoke one of our more Linkcontroversial laws to counter a very nasty campaign telegram.

What a turbulent time to be the Delegate of 10000 Islands. With a situation developing in Osiris, foreign policy becomes a muddy river one must wade through. You cannot see the bottom of things, but you keep on going anyway.

What a turbulent time to be the Delegate of 10000 Islands, when Moderation announces rule changes for the General Assembly. We will certainly see people trying to push these new rules to their very limit in an effort to make a point. Let's hope that the quality of the General Assembly does not suffer from that.

What a wonderful time to be the Delegate of 10000 Islands. With so many new nations flocking to our shores asking questions and wanting to get involved, I sometimes find myself swamped by telegrams and questions. I assure you, each and every telegram you sent me was read. I may not have replied yet, but I certainly plan to, and should I miss one, please feel free to tg me again as a reminder. I value the contact with all the residents of XKI, whether they use our offsite forums or are only involved onsite. You are what makes us 10000 Islands. I am particularly happy that so many of you are taking an interest in writing a proposal for the World Assembly. I will try and out together a Dispatch outlining how to proceed to achieve this. Please understand that it is not feasible for me to comment on your proposals via telegram. Our offsite forums are way better suited to conduct discussions on such matters.

I am extremely honoured to be working alongside such fine Councilmembers on the Council of Nine. Our Ministers The candy lane, Markanite and Cerberion, along with our Senators Controlitia, Barry the butler, Dominion of compassion and Ardreas are all very competent and friendly officers (as, of course, is our Chief Executive Grub) and have been pushing for some changes, some of which have already been implemented. My own additions to Regional Law so far this term have only been the Embassy Requests I brought to the council's attention. Hardly something to brag about, as I am not the one who puts the work into an Embassy Request. During the next few weeks, I will conduct a review of XKI's Foreign Relations and roll out a foreign policy agenda. In fact, I will be starting preliminary discussions on some things this weekend. Furthermore, my legislative agenda is taking up form and I may be able to put the first proposal before the council next month.

In the past (and in fact, just today), I have heard from people - people who don't care much for this region - that 10000 Islands in incapable of change. This, my friends, is patently false. In fact, ever since I joined this region, 10000 Islands has been in a constant state of change. Every member taking up a regional office conducts it with his or her own handwriting, lending their own personal touch to our region. 10000 Islands is always changing, striving to improve. What isn't changing are our core values around which this region is built. A strong commitment to defending. A strong regional government and a strong TITO making this region secure. And our refusal to accept Raiding as "just another part of the game". We will not buy into the notion that the wilful disruption of communities who are not willingly involved in Raiding or Defending is in any way necessary for this game. We will not concede, as others do, that "defenders need raiders to play". I assure you that I have absolutely no problem playing NationStates without Defending. Claiming that defenders need raiders is like claiming that a volunteer fire department needs fire to survive. We defend to protect, we defend to help. We do not defend just for fun (other defenders do, and I respect that, but it is not what's at the core of our commitment to defending). What others see as the inability to change is in fact us staying true to ourselves. Staying true to our values and our history. Staying true to the things that have made us one of the largest User Created Regions in this game and one of the best-known defender forces out there. It's a winning recipe and although it may need tweaking here and there now and then, it is, in it's core, a great concept and one we're going to stick with.

I am still as proud of these Islands and TITO as I was the day I was accepted into TITO. I am proud and happy to be able to serve as Delegate, and I will close with this poem by beloved Ex-Delegate Fleeb:

A POEM FOR EMPIRE OF POWER DAY

Who we are is what we remember.
We remember the Day of Invasion...

the innocent quiet of a small region--
--peaceful and seeking none harm,
the stealth of those who come to raid and conquer,
the deceit and lies of those who desire what is not theirs;

the unexpected grace of watchful friends who warn,
the desperate search for outside help,
the cold despair while plunderers rush in;

the sudden hope when allies come,
the joy at dawn with homeland safe and free,
the vow that we will stand for those in need--
