I know another person already answered this, but ...
How I normally maintain economies in my nations is, I don't over-regulate business. There will be a lot of issues you'll encounter that give you such an opportunity, especially with Mining. However, there will also be many opportunities to boost your economy, for example, via tariffs on imports, allowing companies to put hellusenagetic drugs in their soda & subsidizing businesses like with newspapers. There will also be many "pro-lot'samoney" issues that will barely affect one's economy, and may do more harm than good. You may also lose out on some stuff if you go pro-business all the time, like culture or civil/political rights. Doing research in advance on as many issues in general as you can is also a good thing to do. But most importantly ... know when to DISMISS an issue. Some issues are just harmful no matter what, and a lot of them may be business related.

Seriously. Know when to dismiss issues, and understand when something is already a law in your country according to the text. Otherwise, you may just make stuff worse, and do only harm.
