i'm not real sure i understand the point to the raiding.
Me either o.o Especially when our region is like... "whoopdedoo?" xD We like peace. If you raid, don't expect a fight.

I think the problem with a pre-emptive ban is that there are enough alts that they could just circumvent it. The other problem is that other raiding groups wouldn't fall under the ban- and there are a bunch of them. At the moment, I believe only 200 nations can be banned at a time.
Without a founder, there isn't a lot we can do in terms of control, unfortunately.

It looks like we may be limited in options because our founder ceased to exist. The forums have more information:

what exactly does a founder do? can we all depart this region, and have the current delegate refound it?
Yes, if everyone left the region, it would be deleted on the next update, then someone could come in and refound it. It wouldn't have to be the current delegate- anyone could refound the region. That's the good and bad side- absolutely anyone could refound the region.
A founder can prevent invasions, and will never lose control of a region (if they set it up that way).
well, there's that - and we could always move to a new region (pacific II maybe?)
