General Cutoff is set to 560 maximum for all non-named regions. After 560, only named regions will be maintained. Exceptions do apply.
Seems to me, that, Planet X is dead. May as well pass the word to not bother sending them any embassy requests, and to cancel those that were sent. Sad, really, considering that they were one of the largest embassy collectors around.
