I don't think "Prime Minister" is a fitting title for a regional government official. It's more of a national government title.

Or perhaps we could go down the Rossadan route and create the role of "Coalitoner" (because he's overseeing a coalition of nations) HURRAY FOR BUREAUCRACY!
