Constitution of the Heathen Realm of Asgard



Preamble

We, the residents of Asgard, hereby establish the Heathen Realm of Asgard and this Constitution by which it shall be governed. We stand united in our conviction to establish a regional government that boldly throws open its doors to invite and encourage greater participation by residents of our region, that eschews elitist and oligarchical reliance on off-site government, and that operates efficiently to meet all the needs of our region and its residents.

Article I: Rights of Residents

Section 1: Political Rights

(1) Residents shall have the right to free expression and association, provided they do not disrupt regional peace, order, or security.
(2) Residents shall have the right to publicly or privately petition regional officials in relation to all matters.
(3) Residents shall have the right to participate in government and activities insofar as participation is consistent with this Constitution.

Section 2: Legal Rights

(1) Residents shall have the right to appeal a regional ban to the Althing.
(2) Residents shall be free from ejection or ban for the same offense once granted clemency or once a ban is overridden by the Althing.

Article II: Althing

Section 1: Definition of the Althing

(1) The Althing, or Assembly, shall be the supreme regional legislative authority.
(2) The Althing shall be comprised of World Assembly (WA) residents of Asgard.

Section 2: Basic Procedure of the Althing

(1) Any resident may introduce legislation for consideration by the Althing on the Regional Message Board (RMB).
(2) Legislation may only go to vote after being motioned to vote and twice seconded by WA residents on the RMB.
(3) Unless otherwise mandated by this Constitution, all votes of the Althing shall be decided by simple majority vote.
(4) The results of any vote shall be determined by taking into account only votes cast and discounting any abstentions.
(5) All votes of the Althing shall be conducted by regional poll, limited to WA residents.
(6) Ordinary votes of the Althing shall last for three days. Votes on constitutional amendments and election voting shall last for seven days.
(7) Legislation shall be presented to the Statsradet after passage, which may either approve or veto the legislation.
(8) If the Statsradet neither approves nor vetoes legislation within fourteen days, it shall become law.
(9) Constitutional amendments must have the explicit approval of the Statsradet in order to become law.
(10) The Althing may establish additional procedures beyond those mandated by this Constitution.

Section 3: Powers of the Althing

(1) The Althing shall have the power to amend this Constitution by two-thirds majority vote.
(2) The Althing shall have the power to remove the Statsminister or Lawspeaker from office by two-thirds majority vote.
(3) The Althing shall have the power to override a ban that has been appealed to the Althing by two-thirds majority vote.
(4) The Althing shall have the power to remove a Minister of the Statsradet from office.
(5) The Althing shall have the power to approve treaties proposed by the Statsradet.
(6) The Althing shall have the power to approve war declarations proposed by the Statsradet.
(7) The Althing shall have the power to amend or repeal decrees by the Statsradet.
(8) The Althing shall have the power to pass non-binding censure against any regional official.
(9) The Althing shall have the power to pass non-binding resolutions to express the sense of the Althing in relation to all matters.
(10) The Althing shall have the power to make any law that is conducive to regional peace, order, security, and general welfare.

Article III: Statsradet

Section 1: Definition of the Statsradet

(1) The Statsradet, or State Council, shall be the supreme regional state and government authority.
(2) The Statsradet shall be comprised of the Konungr (War-Lord), the Statsminister (WA Delegate), and the Lawspeaker.
(3) The Statsradet shall be empowered to interpret this Constitution.
(4) The three officers of the Statsradet shall be immune from ejection and/or ban from the region while serving on the Statsradet.
(5) None of the three officers of the Statsradet shall serve in another's office, but may fulfill the responsibilities of a vacant office.

Section 2: Konungr

(1) The Konungr shall serve as War-Lord of Asgard and shall control the Founder nation of Asgard.
(2) The Konungr shall be commander-in-chief of the Great Heathen Army, the sole regional military force.
(3) The Konungr shall have the power to exercise the powers of the Founder nation for regional peace, order, and security.
(4) The Konungr shall administer all regional elections.
(5) The Konungr shall have the power to name an Heir Apparent to succeed to the office in the event of the Konungr's abdication.

Section 3: Statsminister

(1) The Statsminister shall serve as World Assembly Delegate of Asgard.
(2) The Statsminister shall be a WA resident of Asgard elected by the Althing every four months, or whenever the office is vacant.
(3) The Statsminister shall have the power to act in the World Assembly according to the interests of Asgard and its residents.
(4) The Statsminister shall be the senior regional diplomatic representative to other regions and organizations.
(5) The Statsminister shall serve as a Regional Officer with minimum authority over World Assembly, Communications, and Embassies.

Section 4: Lawspeaker

(1) The Lawspeaker shall serve as the presiding officer of the Althing.
(2) The Lawspeaker shall be a resident of Asgard elected by the Althing every two months, or whenever the office is vacant.
(3) The Lawspeaker shall administer votes of the Althing, excluding elections, and shall maintain a record of all regional laws.
(4) The Lawspeaker shall act as a liaison between the Statsradet and the Althing.
(5) The Lawspeaker shall serve as a Regional Officer with minimum authority over Appearance, Communications, and Polls.

Section 5: Collective Powers of the Statsradet

(1) The Statsradet shall have the sole power to eject and/or ban residents for disrupting regional peace, order, or security.
(2) The Statsradet shall have the sole power to grant clemency to any resident of Asgard who has been banned.
(3) The Statsradet shall have the sole power to propose treaties with other regions and organizations to the Althing.
(4) The Statsradet shall have the sole power to propose declarations of war to the Althing.
(5) The Statsradet shall have the sole power to issue decrees for regional peace, order, or security, which shall have the force of law.
(6) The Statsradet shall have the sole power to veto legislation passed by the Althing.
(7) The Statsradet shall have the sole power to grant and revoke regional peerage, honors, and awards.
(8) The Statsradet shall have broad governing powers not specified by this Constitution, provided they do not contradict this Constitution.
(9) The Statsradet shall exercise its collective powers by the consensus of its three officers.

Section 6: Ministers of the Statsradet

(1) The Statsradet shall have the collective power to appoint Ministers of the Statsradet to assist in state and government functions.
(2) Only residents of Asgard may serve as Ministers of the Statsradet or in any subordinate position.
(3) The Statsradet shall have the collective power to dismiss Ministers of the Statsradet.
(4) Ministers of the Statsradet shall be subject to re-appointment whenever a new officer of the Statsradet is elected.
(5) Ministers of the Statsradet shall not have an official vote on the exercise of collective powers of the Statsradet.
(6) Ministers of the Statsradet shall assume only the powers and responsibilities delegated to them by the Statsradet.
(7) Ministers of the Statsradet shall only be granted Regional Officer authority at the discretion of the Konungr.


The Constitution of the Heathen Realm of Asgard was ratified by the World Assembly nations of Asgard on November 24, 2015.
