The United Socialist States of Zurupapa is a massive, safe nation, ruled by Anexus with an iron fist, and remarkable for its compulsory military service. Its compassionate, cynical population of 1.693 billion are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Education. The average income tax rate is 87%, and even higher for the wealthy. A healthy private sector is dominated by the Arms Manufacturing industry.

A massive campaign is underway to ensure the race of Zurupapa remains pure, religious education is a new government priority, there has been a series of riots between local cannibals and health food advocates, and criminals are put to death while cuddling their favourite teddy bear. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Zurupapa's national animal is the Kazzarr, which frolics freely in the nation's many lush forests, and its currency is the Blekutuk.
