The Constitutional Monarchy of Zippan is a massive, economically powerful nation, ruled by Herizu Kitaroshi with an even hand, and remarkable for its punitive income tax rates. The hard-nosed, hard-working population of 2.306 billion Zippanians enjoy extensive civil freedoms, particularly in social issues, while business tends to be more regulated.

It is difficult to tell where the omnipresent, liberal government stops and the rest of society begins, but it juggles the competing demands of Education, Commerce, and the Environment. It meets every day to discuss matters of state in the capital city of Edokyo. The average income tax rate is 70%. A powerhouse of a private sector is dominated by the Information Technology industry.

Minority children spend hours bussing to schools miles away from home, widespread voter apathy has been credited to allegations that all candidates are puppets of Herizu Kitaroshi, rioting during the nation's hosting of ORDER caused one million Kinyens of property damage, and schools have extensive counseling programs for troubled students. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Zippan's national animal is the Crane, which frolics freely in the nation's many lush forests, and its currency is the Kinyen.
