The Grand Kingdom of Zilean Empire is a massive, economically powerful nation, ruled by Monsignor Soldier with an iron fist, and renowned for its anti-smoking policies. Its hard-nosed, hard-working, cynical population of 2.806 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

It is difficult to tell where the omnipresent, corrupt, moralistic government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Healthcare. It meets every day to discuss matters of state in the capital city of Hyper Zarkton. Citizens pay a flat income tax of 67%. A robust private sector is dominated by the Arms Manufacturing industry.

The government seizes the property of the recently deceased, several citizens have complained about scientists abducting their pets for experimentation, citizens are allowed to rise or fall based on their own merits, and a recent law has banned homes from having any more than one wheel. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Zilean Empire's national animal is the Grand Larkfish, which teeters on the brink of extinction due to widespread deforestation, its national religion is Capitalism, and its currency is the New Knight.

Zilean Empire is ranked 3rd in Oceania Alliance and 60,130th in the world for Shortest Average Lifespan, scoring -13 on the Bus Surprisal Index.
