The Imperium Sanctus of Zarkari is a massive, cultured nation, ruled by Liege Lord Ebil with an iron fist, and remarkable for its sprawling nuclear power plants. Its hard-nosed, hard-working, cynical population of 3.794 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The government -- a sprawling, bureaucracy-choked, corrupt morass -- is effectively ruled by the Department of Law & Order, with areas such as Social Welfare and Social Equality receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Les Catacombes de Virycéon. Citizens pay a flat income tax of 34%. A powerhouse of a private sector is dominated by the Tourism industry.

Fewer people are bathing as citizens must show ration stamps before they can turn on their faucets, Kar'is are frequently shot for looking at people 'in a funny way', the alarmingly racist TV show 'Bigtopians Say the Darndest Things' is a hit, and newspapers cannot report anything about politicians without their explicit consent. Crime is totally unknown, thanks to the all-pervasive police force. Zarkari's national animal is the Kar'i, which frolics freely in the nation's many lush forests, its national religion is Praetoriani, and its currency is the T'zar Em Be.

Zarkari is ranked 2,092nd in the South Pacific and 68,860th in the world for Largest Public Sector, scoring 10 on the Bureaucratic Comprehensiveness Rating Scale Index.
