The Imperium Sanctus of Zarkari is a colossal, environmentally stunning nation, ruled by Liege Lord Ebil with an iron fist, and remarkable for its complete lack of prisons. The hard-nosed, hard-working, cynical population of 6.862 billion Zarkarians are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, the Environment, and Education. It meets every day to discuss matters of state in the capital city of Les Catacombes de Virycéon. The average income tax rate is 96%. A powerhouse of a private sector is dominated by the Gambling industry.

Long arduous trials are held for the most trivial of offences, record sales of 'child-whacking sticks' have been reported, psychological disorders are a taboo subject, and government officials have to mortgage their homes to make ends meet. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Zarkari's national animal is the Kar'i, which is also the nation's favorite main course, its national religion is Praetoriani, and its currency is the T'zar Em Be.

Zarkari is ranked 54th in the South Pacific and 3,657th in the world for Most Subsidized Industry, scoring 113 on the Gilded Widget Scale.
