The Imperium Sanctus of Zarkari is a massive, cultured nation, ruled by Liege Lord Ebil with an iron fist, and remarkable for its sprawling nuclear power plants. Its hard-nosed, hard-working, cynical population of 3.794 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The government -- a sprawling, bureaucracy-choked, corrupt morass -- is effectively ruled by the Department of Law & Order, with areas such as Social Welfare and Social Equality receiving almost no funds by comparison.
