The Imperium Sanctus of Zarkari is a colossal, economically powerful nation, ruled by Liege Lord Ebil with an even hand, and renowned for its anti-smoking policies. The hard-nosed, hard-working population of 6.338 billion Zarkarians are free to succeed or fail in life on their own merits; the successful tend to enjoy an opulent (but moralistic) lifestyle, while the failures can be seen crowding out most jails.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, the Environment, and Education. It meets every day to discuss matters of state in the capital city of Les Catacombes de Virycéon. Citizens pay a flat income tax of 93%. A powerhouse of a private sector is dominated by the Gambling industry.

Children as young as six shock their parents by coming out of the closet, photographers can be found hiding behind the curtains in Liege Lord Ebil's bedroom, Zarkari has one of the largest offshore wind farms in the world, and a crusade against barbaric religious practices has begun. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Zarkari's national animal is the Kar'i, which is also the nation's favorite main course, its national religion is Praetoriani, and its currency is the T'zar Em Be.

Zarkari is ranked 3,518th in the South Pacific and 110,633rd in the world for Least Corrupt Governments, scoring -322 on the Inverse Mugabe Relativity Rating.
