The Imperium Sanctus of Zarkari is a massive, environmentally stunning nation, ruled by Liege Lord Ebil with an iron fist, and notable for its keen interest in outer space. The hard-nosed, hard-working, cynical population of 2.807 billion, 2.8 billion of whom are zombies, Zarkarians are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, the Environment, and Education. It meets every day to discuss matters of state in the capital city of Les Catacombes de Virycéon. The average income tax rate is 96%. A powerhouse of a private sector is dominated by the Gambling industry.

Anti-environmentalist protesters are gunned down without mercy, administrative districts are increasingly defined by their taste in housing architecture, fearful citizens watch their every move as does their government, and artists regularly face criminal charges and art-burning parties are common. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Zarkari's national animal is the Kar'i, which is also the nation's favorite main course, its national religion is Praetoriani, and its currency is the T'zar Em Be.

Zarkari is ranked 3,970th in the South Pacific and 111,624th in the world for Largest Manufacturing Sector, scoring -16 on the Gooback-Jerbs Productivity Index.
