The Imperium Sanctus of Zarkari is a colossal, economically powerful nation, ruled by Liege Lord Ebil with an even hand, and renowned for its complete lack of prisons. Its hard-nosed population of 5.752 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, the Environment, and Education. It meets every day to discuss matters of state in the capital city of Les Catacombes de Virycéon. The average income tax rate is 90%. A powerhouse of a private sector is dominated by the Gambling industry.

Oil executives can be seen reluctantly cleaning oil-soaked birds, retail stores offer sales every hour on the hour, referenda are held for every conceivable government action, and record sales of 'child-whacking sticks' have been reported. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Zarkari's national animal is the Kar'i, which is also the nation's favorite main course, its national religion is Praetoriani, and its currency is the T'zar Em Be.
