The Nationalist Empire of Yulnovo is a massive, cultured nation, ruled by Emperor Polo with an even hand, and notable for its museums and concert halls. Its compassionate population of 1.746 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Education, and Social Equality. It meets every day to discuss matters of state in the capital city of Falks. The average income tax rate is 91%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Tourism industry.

The wearing and manufacture of fur apparel is banned, Max Barry is this year's Miss Yulnovo, the police have reaffirmed their tough stance on drugs, and guns are banned. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Yulnovo's national animal is the Gray Wolf, which is also the nation's favorite main course, its national religion is Buddhism, and its currency is the Kuga.

Yulnovo is ranked 22nd in Versutian Federation and 10,552nd in the world for Largest Welfare Programs, scoring 64 on the Safety Net Mesh Density Rating.
