Its hard-nosed, hard-working population of 11.373 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it devotes most of its attentions to Defence, with areas such as Social Equality and the Environment receiving almost no funds by comparison. The average income tax rate is 72%. A powerhouse of a private sector is led by the Book Publishing industry, followed by Uranium Mining and Information Technology.

Suppression of pro-democracy protests is a daily occurrence, shanty towns are forming in the suburbs of major cities, the government extracts trade concessions from poor nations in exchange for humanitarian aid, and small businesses are gobbled up almost daily by corporate giants. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Xiscapia's national animal is the fox, which is also the nation's favorite main course, and its currency is the union.
