The Republic of Woodstead is a massive, environmentally stunning nation, ruled by Guy Moore and Oscar Quay with a fair hand, and remarkable for its anti-smoking policies. Its compassionate, intelligent population of 4.361 billion are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of the Environment, Education, and Commerce. It meets every day to discuss matters of state in the capital city of Woldland. The average income tax rate is 64%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The government helps teach children how to kill a man from six paces, abortions are routinely performed in Woodstead's hospitals, all major public areas are watched by police surveillance cameras, and convicted murderers are free to walk the streets provided they attend rehabilitation classes. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. Woodstead's national animal is the Westpool Minke, which frolics freely in the nation's many lush forests, and its currency is the Credit.
