The Majestic Kingdom of Wolficity is a colossal, safe nation, ruled by Head Packer with an iron fist, and notable for its barren, inhospitable landscape. Its hard-nosed, hard-working, cynical population of 5.175 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Commerce. It meets every day to discuss matters of state in the capital city of Wolficity City. The average income tax rate is 96%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Shanty towns have formed around the newly rebuilt commercial district, politicians are to be found scavenging bins at night to supplement their income, the alarmingly racist TV show 'Bigtopians Say the Darndest Things' is a hit, and the commercialisation of highly deadly weapons has instilled Wolficity with a very polite populace. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Wolficity's national animal is the werewolf, which teeters on the brink of extinction due to widespread deforestation, its national religion is Packism, and its currency is the paw.

Wolficity is ranked 1st in Philippines and 2,915th in the world for Shortest Average Lifespan, scoring 23 on the Bus Surprisal Index.
