The People's Republics of Winnipeg is a gargantuan, socially progressive nation, ruled by Marshal Robert Isoeph with an iron fist, and notable for its unlimited-speed roads. Its hard-nosed, hard-working, cynical population of 19.772 billion enjoy great individual freedoms in everything except elections, which, where they exist at all, are populist shams for a dictatorship government that has no intention of ever giving up power.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, pro-business individuals is effectively ruled by the Department of Defence, with areas such as the Environment and Healthcare receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Winnipeg. Citizens pay a flat income tax of 3%. A powerhouse of a private sector is led by the Uranium Mining industry, followed by Gambling and Arms Manufacturing.

Punitive tariffs protect local industry, citizens live in superstitious fear of the mysterious glowing clouds that float over Winnipeg, the government is pursuing a new programme aimed at promoting cultural sophistication, and euthanasia is legal. Crime is totally unknown, thanks to the all-pervasive police force. Winnipeg's national animal is the Moose, which is also the nation's favorite main course, and its currency is the Victory Chit.

Winnipeg is ranked 3,908th in the West Pacific and 83,615th in the world for Most Politically Free, scoring 8 on the Diebold Election Inking Scale.
