The Oligarchic Empire of Vorograd is a colossal, economically powerful nation, ruled by Archon Jacob Crown with an iron fist, and notable for its complete absence of social welfare. Its hard-nosed, hard-working, cynical population of 6.437 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

It is difficult to tell where the omnipresent, corrupt, pro-business government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Education. It meets every day to discuss matters of state in the capital city of Citadel. Citizens pay a flat income tax of 58%. A powerhouse of a private sector is led by the Arms Manufacturing, Uranium Mining, and Automobile Manufacturing industries.

Government officials across Vorograd are being "encouraged" to adopt Snow Tigers to set an example for the populace, the state subsidizes liposuction, minority children spend hours bussing to schools miles away from home, and petitions to the government are being used to insulate politicians' office walls. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Vorograd's national animal is the Snow Tiger, which teeters on the brink of extinction due to widespread deforestation, its national religion is Calbrenism, and its currency is the Rubenmark.

Vorograd is ranked 105th in The Alliance of Dictators and 18,044th in the world for Most Extreme, scoring 28 on the Paul-Nader Subjective Decentrality Index.
