The Grand Imperial Kingdom of Voltur is a huge, devout nation, ruled by King David III with an iron fist, and remarkable for its complete absence of social welfare. Its hard-nosed, hard-working, cynical population of 892 million are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, pro-business individuals juggles the competing demands of Defence, Law & Order, and Commerce. It meets every day to discuss matters of state in the capital city of Haro. Income tax is unheard of. A powerhouse of a private sector is led by the Automobile Manufacturing, Arms Manufacturing, and Retail industries.

The state has declared war on the environment and environmentalists by association, Volturan Tree Bear is one of the most popular forenames in Voltur, thieves are flogged in public for their crimes, and travellers are often forcibly evicted by torch-bearing mobs. Crime is crippling. Voltur's national animal is the Volturan Tree Bear, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Valero.
