The Citizens Federation of Vlack Sturm is a colossal, cultured nation, ruled by Chancellor-Marshal William Shredder with an even hand, and notable for its museums and concert halls. Its hard-nosed, hard-working population of 5.721 billion are either ruled by a sleek, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.

It is difficult to tell where the omnipresent, pro-business government stops and the rest of society begins, but it is mainly concerned with Defence, although Law & Order and Education are on the agenda. It meets every day to discuss matters of state in the capital city of Randgriz-Vasaholm. Citizens pay a flat income tax of 63%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Tourists are kicked out if they express interest in their national sport, citizens are enjoying a recent large cut in taxes, wealthy students ride to school past mendicant dropouts, and corporations donate huge sums of money to favored politicians. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Vlack Sturm's national animal is the Odin Wolf, which teeters on the brink of extinction due to widespread deforestation, its national religion is Roman Catholicism, and its currency is the Citizens Mark.

Vlack Sturm is ranked 25th in Ellorea and 85,932nd in the world for Largest Trout Fishing Sector, scoring -3 on the Nemo Depletion Efficiency Index.
