The Disputed Territories of Villas Colony is a massive, safe nation, ruled by Colonel Melinda Faris with an iron fist, and renowned for its barren, inhospitable landscape. Its hard-nosed, cynical population of 2.193 billion are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it is mainly concerned with Law & Order, although Education and Defence are secondary priorities. The average income tax rate is 71%, and even higher for the wealthy. A small private sector is dominated by the Information Technology industry.

The 'kind of scrawny' 500 meter hurdle is a popular event, vets have been drafted in to help "fix" those who fail the parental license exam, speaking out against the government is punishable by flogging, and parents must choose their children's names from a government-mandated master list. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Villas Colony's national animal is the Probiotic Bacteria, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Credit.
