The Concordant of Velkya is a gargantuan, economically powerful nation, ruled by Concordate Sampiero with a fair hand, and notable for its national health service. Its hard-nosed, intelligent population of 13.411 billion are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Defence, Education, and Healthcare. It meets every day to discuss matters of state in the capital city of Highport. The average income tax rate is 57%, and even higher for the wealthy. A powerhouse of a private sector is led by the Information Technology industry, followed by Book Publishing and Uranium Mining.

Morning coffees are no longer the same since the disappearance of newspapers, a vast monorail network carries people all over the country, the study of medicine is popular throughout Velkya, and condemned prisoners spend hours a day sitting in lotus position looking perplexed. Crime -- especially youth-related -- is crippling. Velkya's national animal is the Great Crested Albatross, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Velkyan Zonar.
