The Nation of Vault 1 is a gargantuan, cultured nation, ruled by Leader with a fair hand, and remarkable for its sprawling nuclear power plants. Its hard-nosed, hard-working, intelligent population of 10.425 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal, pro-business individuals concentrates mainly on Education, although Commerce and Healthcare are on the agenda. It meets every day to discuss matters of state in the capital city of Vault 1 City. Income tax is unheard of. A powerhouse of a private sector is led by the Information Technology, Book Publishing, and Woodchip Exports industries.

Citizens drive tank-like vehicles with mounted machine guns, cyber-crime and tin-foil hat sales are both increasing at record rates, disaster victims are viewed with disdain, and religious organizations are being forced to leave the country or pay income taxes like everybody else. Crime -- especially youth-related -- is crippling, and the police force struggles against a lack of funding and a high mortality rate. Vault 1's national animal is the gecko, which is also the nation's favorite main course, its national religion is a major religion, and its currency is the bottle cap.

Vault 1 is ranked 9th in Haven and 6,537th in the world for Shortest Average Lifespan, scoring 9 on the Bus Surprisal Index.
