The Federation of Utusk is a massive, genial nation, ruled by Jack Harrison with an even hand, and renowned for its museums and concert halls. Its compassionate, intelligent population of 3.177 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, Defence, and Law & Order. It meets every day to discuss matters of state in the capital city of Serengia. The average income tax rate is 82%, and even higher for the wealthy. A powerhouse of a private sector is led by the Furniture Restoration, Tourism, and Basket Weaving industries.

People can often be seen driving to work in war-surplus tanks, citizens are permitted to carry concealed handguns, there's a shortage of swinging hot spots as land development grinds to a halt, and parents live in fear of governmental 'child protection' squads. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Utusk's national animal is the Walrus, which is also the nation's favorite main course, and its currency is the Utuskian dollar.
