The Federation of Utusk is a huge, genial nation, ruled by Jack Harrison with a fair hand, and notable for its museums and concert halls. Its compassionate, hard-working, intelligent population of 996 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Defence, Education, and Law & Order. It meets every day to discuss matters of state in the capital city of Serengia. The average income tax rate is 72%, and even higher for the wealthy. A powerhouse of a private sector is led by the Tourism, Book Publishing, and Automobile Manufacturing industries.

The government is spending millions on renovating the public transportation system, the police have reaffirmed their tough stance on drugs, skateparks can be found in every city, and Red Cross demand for body bags are rising while sutures are decreasing. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Utusk's national animal is the Walrus, which is also the nation's favorite main course, and its currency is the Utuskian dollar.

Utusk is ranked 3,874th in the Pacific and 92,191st in the world for Shortest Average Lifespan, scoring -23 on the Bus Surprisal Index.
