Its compassionate, cynical population of 2.214 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Religion & Spirituality, Law & Order, and Healthcare. It meets every day to discuss matters of state in the capital city of Oldesica. The average income tax rate is 51%, and even higher for the wealthy. A powerhouse of a private sector is led by the Information Technology, Woodchip Exports, and Retail industries.

It is illegal to make racist remarks in public, the nation's diplomatic missives are now delivered via sniper rifle, the government seizes all major gold finds, and Utoarelia's schoolchildren are manufactured into a segregated bunch of soldiers, religious zealots, and computer technicians. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Utoarelia's national animal is the Bipolar Bearcat, which is also the nation's favorite main course, its national religion is Unitology, and its currency is the Yami.

Utoarelia is ranked 746th in The North Pacific and 18,462nd in the world for Shortest Average Lifespan, scoring -9 on the Bus Surprisal Index.
