The Federal Republic of Urcea is a gargantuan, devout nation, ruled by President Constantine Nero with a fair hand, and renowned for its unlimited-speed roads. Its hard-nosed, hard-working, intelligent population of 10.598 billion are effectively ruled by a group of massive corporations, who run for political office and provide their well-off citizens with world-class goods and services. Their poorer citizens, however, are mostly starving to death while being urged to go out and get real jobs. The populace has reasonably extensive civil rights, although these are mostly aimed at allowing them to buy whatever they like.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, pro-business individuals juggles the competing demands of Law & Order, Religion & Spirituality, and Defence. It meets every day to discuss matters of state in the capital city of Urceopolis. Income tax is unheard of. A powerhouse of a private sector is led by the Arms Manufacturing, Automobile Manufacturing, and Information Technology industries.

The people elect the Supreme Court justices directly, the government is well known for declaring war on other countries for suspected slights, college students make ends meet by selling their kidneys, and legislation sometimes has to battle through weeks of filibustering to pass. Crime is a major problem. Urcea's national animal is the Yellow Labrador, which teeters on the brink of extinction due to widespread deforestation, its national religion is Roman Catholicism, and its currency is the Urcean Dollar.

Urcea is ranked 13th in Ixnay and 94,184th in the world for Most Compassionate Citizens, scoring -262 on the Kitten Softness Rating.
