The Federal Republic of Urcea is a gargantuan, economically powerful nation, ruled by President Constantine Nero with an even hand, and renowned for its complete absence of social welfare. Its hard-nosed, hard-working population of 11.213 billion are either ruled by a sleek, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, pro-business individuals juggles the competing demands of Law & Order, Defence, and Religion & Spirituality. It meets every day to discuss matters of state in the capital city of Urceopolis. Income tax is unheard of. A powerhouse of a private sector is led by the Arms Manufacturing, Automobile Manufacturing, and Information Technology industries.

Employers may fire workers without giving any reason, houses and businesses are bulldozed to make way for ever-expanding cemeteries, photographers can be found hiding behind the curtains in President Constantine Nero's bedroom, and military spending is on the increase. Crime -- especially youth-related -- is relatively low, thanks to the all-pervasive police force. Urcea's national animal is the Yellow Labrador, which teeters on the brink of extinction due to widespread deforestation, its national religion is Roman Catholicism, and its currency is the Urcean Dollar.
