The Marxist State of URBOV is a massive, safe nation, ruled by Ivan Katushka with an even hand, and renowned for its compulsory military service. Its hard-nosed population of 1.446 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it juggles the competing demands of Healthcare, Defence, and Law & Order. It meets every day to discuss matters of state in the capital city of Urbograd. The average income tax rate is 91%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

Gambling is outlawed, the wearing and manufacture of fur apparel is banned, speaking out against the government is punishable by flogging, and retirement homes are often fitted with luxurious suites. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. URBOV's national animal is the Commissar, which frolics freely in the nation's many lush forests, and its currency is the Rubble.
