The People's Republic of Upper Debyl is a massive, economically powerful nation, ruled by Leader with an even hand, and notable for its anti-smoking policies. A powerhouse of a private sector is led by the Information Technology, Uranium Mining, and Arms Manufacturing industries.

Roads are often attended by round-the-clock construction crews, citizens are regularly arrested in queues for 'loitering', record sales of 'child-whacking sticks' have been reported, and televangelists flaunt their expensive cars when they attend charity events. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Upper Debyl's national animal is the Animal, which teeters on the brink of extinction due to widespread deforestation, its national religion is a major religion, and its currency is the Currency.
