Convicted murderers are free to walk the streets provided they attend rehabilitation classes, drunk drivers are sent to rehabilitation paid for by the government, all writing must pass a censorship board before being allowed on the shelves, and retirement homes are often fitted with luxurious suites. Crime -- especially youth-related -- is moderate, probably because of the country's utter lack of prisons. Under Lock and Key's national animal is the Scarlet Ibis, and its currency is the Zumba.
